What the HOA Fee Covers

What the listings show

Listings I reviewed showed two ways of recording the fee: $800 paid semi-annually and $120 paid monthly, which works out to roughly $1,600 and $1,440 a year. The association is listed as Harmony HOA, with HOA Community Links on some listings. Several fees included snow removal and trash removal. Covenants and restrictions, rules and regulations, and a transfer fee were listed in the HOA disclosure on some listings. Confirm the current dues and the transfer fee before you write an offer.

Ask before you offer

Amenities

Listings described a clubhouse, pool, fitness center, tennis and pickleball courts, a basketball court, a dog park, a park and playground, meeting and party rooms, and walking trails. I have not read the association documents, so ask for the covenants and any rules on exterior changes, rentals and parking.

Recorded documents

What the Recorded Covenants Say

I read the Declaration of Covenants, Conditions and Restrictions for Harmony Residential, recorded in February 2015. Harmony is built around a private club, and the declaration makes that a cost every owner carries.

  • Mandatory club membership. Every owner other than the developer or a builder must obtain and keep a "Sports Membership" in the Harmony Club. The club charges regular monthly dues, collected directly from you or through the association, and the dollar amount is set in the club's own documents, not in this declaration. The club cannot charge an initiation or membership fee when you buy a home, but it can charge use fees for services like lessons, food and rentals. Ask for the current club dues in writing, because they come on top of the HOA assessment.
  • Fee at every sale. Buyers pay the association a working capital contribution equal to 20 percent of that year's annual general assessment per lot. It applies to resales, with exceptions such as transfers from a builder, to a spouse or direct descendant, or to certain trusts. Ask your title company for the current amount.
  • Leasing. Lots may be leased for residential use. Every lease must have the tenant acknowledge the governing documents and agree to follow them, and the board may require notice of any lease. I did not find a rental cap or a minimum lease term.
  • Vehicles. Recreational vehicles, which the declaration defines to include boats, jet skis, trailers, motorcycles, golf carts, campers, commercial trucks and commercial vans, may be parked only in a garage or, with approval, on a hard surface out of sight from the street.
  • Fences and exterior changes. Fences of any kind, including invisible fences, along with pools, hot tubs, playsets, hedges and dog runs, need prior architectural approval. Lots next to ponds have added fence limits to protect views.
  • Pets. Dogs, cats and other usual household pets in a reasonable number, as the board determines, kept under control and not a nuisance. Pets are not allowed in lakes or ponds.

This summary is from a copy of the recorded declaration. Later amendments and current association rules were not reviewed, and any of these provisions may have been changed, so confirm with the association before you buy.

Fit

Who Harmony Fits, and Who It Doesn't

It tends to fit if you

  • Buyers who want a large amenity package with a pool and fitness center in Westfield
  • Move-up buyers in the $575,000 to $765,000 range
  • Buyers who want snow removal handled in the fee, if the home you are considering includes it

It may not fit if you

  • Buyers who want the lowest possible HOA fee
  • Buyers over $1 million, since no sales in the past year were above $950,000

A note from Ryan: I put this guide together from MLS sales and listing data, because most neighborhood pages online are auto-generated and skip the part that matters: the real numbers and what to confirm. If I got something wrong or out of date, tell me and I will fix it.
