Pebble Brook in Noblesville: What It Costs, What the HOA Covers, and Who It Fits

Pebble Brook is really several neighborhoods under one name, and the price and the HOA change a lot depending on which section you are in. Here is how the past year of sales breaks down.

The short version

Pebble Brook at a Glance

In the last 12 months, 31 homes sold under the Pebble Brook name in Noblesville. The median sale price across all of them was $485,000, and the middle half landed between about $349,000 and $644,000. That spread is the main thing to understand: it is not one market, it is four.

MLS records the homes under four subdivision names: Villages At Pebble Brook (16 sales), Pebble Brook (7), Pebble Brook Crossing (6) and Pebble Brook Villas (2). Each has its own price range and its own HOA setup, so compare within a section instead of using the overall number.

Price

What Homes in Pebble Brook Actually Sold For

The Villages section had the most activity, with homes from $264,200 up to $680,000 and sizes from about 1,600 to 5,000 sq ft. The original Pebble Brook section is the entry point, with a median near $347,500 and several homes between $275,000 and $350,000.

Pebble Brook Crossing is the newer, higher-priced section. Its six sales ran from $600,000 to about $860,000, and at least one listing showed builder warranty, so some of these are new or nearly new. Median price per square foot there was about $248, versus roughly $166 to $169 in the older sections.

Amenities and HOA

What the HOA Fee Covers

Dues differ by section

Listings I reviewed showed three different setups. A Villages listing showed $478 per year, and Sandbrook Dr listings in the original section showed $385 per month through Community Links, with the fee including lawn care, exterior building maintenance and snow removal. Pebble Brook Crossing listings showed $750 per year for common area maintenance and insurance.

These come from a handful of listings and MLS fields are not always current, so confirm the exact amount and what it covers for the specific home.

Ask before you offer

Amenities

Listings in the Villages section described a pool, tennis, pickleball and basketball courts, and a playground and park. The Crossing listings showed no amenities beyond maintenance of common areas. Covenants and restrictions apply in each section, so ask for the documents for the exact address before you write an offer.

Recorded documents

What the Recorded Covenants Say

Pebble Brook is built in several sections, and the index had two of its documents, which I read: the Declaration for Pebble Brook Villas, recorded in January 2018, and the Declaration for The Villages at Pebble Brook, an older document from the early 1990s, along with the 1994 plat covenants for the Villages sections. The other sections may have their own documents that I could not find.

  • Pebble Brook Villas dues. Regular assessments are billed quarterly, with a late fee set by the board of at least $25. At every sale after the first, the buyer pays a non-refundable working capital assessment equal to one quarter of the current regular assessment, so ask for the exact figure before closing.
  • Pebble Brook Villas rentals. This section has a rental cap. No more than 30 percent of the homes may be leased at a time. An owner cannot lease a home until they have lived in it for at least one year. Leases must be in writing, run at least one year, and cannot exceed two years without board consent based on hardship. The owner must notify the association before leasing, and the association has 20 days to approve or reject, with silence treated as a denial.
  • Pebble Brook Villas pets. No more than three household pets such as dogs and cats.
  • The Villages at Pebble Brook dues. The maximum annual assessment could rise up to 10 percent a year, cumulatively, without a vote, and more than that only with a two-thirds vote of members.
  • The Villages at Pebble Brook rentals. Leases must be in writing and run at least 90 days, and hotel or transient use is not allowed. There are no other restrictions on renting.
  • The Villages at Pebble Brook vehicles. Boats, recreational vehicles, trailers and campers cannot be stored outside a garage or screened area.
  • Villages plat covenants (Sections I through V). A 1994 plat covenant document, which is representative of Sections I through IV as well, adds lot-level rules on top of the 1992 declaration. Minimum home size is 1,100 square feet for a single story and 1,500 for multi-level, not counting garages and porches. Lots are single-family residential only, with home occupations allowed where zoning permits. Garages must be attached, and detached sheds and storage buildings are not allowed. Campers, motor homes, trucks, trailers, boats and commercial vehicles cannot be stored in open view. Driveways must be concrete or asphalt. Roof antennas, metal or fiberglass patio covers and awnings, above-ground pools and solar panels are prohibited. Satellite dishes are not allowed unless the association approves. Only one for-sale or for-rent sign up to 6 square feet is allowed. No fences or removal of plantings in landscape easements without approval, and corner lots have sight-line limits on fences, hedges and trees. Two-thirds of lot owners can amend these rules, and they renew automatically in 10-year periods unless a majority votes to end them.

This summary is from a courtesy copy of the recorded documents. Later amendments and current association rules were not reviewed, and any of these provisions may have been changed, so confirm with the association before you buy.

Fit

Who Pebble Brook Fits, and Who It Doesn't

It tends to fit if you

  • Buyers who want a pool and courts at a modest annual fee (Villages section)
  • Buyers who want a lower-maintenance home with lawn and snow handled (Sandbrook Dr area), if the monthly fee fits the budget
  • Buyers looking for newer construction in Noblesville around $600,000 to $860,000 (Crossing)

It may not fit if you

  • Anyone who assumes Pebble Brook has no HOA, because every section I checked has one
  • Buyers who want one consistent price range, since the sections are far apart

A note from Ryan: I put this guide together from MLS sales and listing data, because most neighborhood pages online are auto-generated and skip the part that matters: the real numbers and what to confirm. If I got something wrong or out of date, tell me and I will fix it.
